The welcome offer that paid for a sportsbook stake with slot spins used to be one of the most common shapes in British gambling marketing. It is now prohibited outright, by the same provision that capped wagering requirements, and the prohibition is drawn around product categories rather than around any particular pairing.

The prohibition, in the words that matter
Social responsibility code provision 5.1.1 of the Licence Conditions and Codes of Practice lists what a licensee must not do with an incentive. One line reads that a licensee must not "include more than one type of gambling product (betting, casino, bingo, and lottery) within an incentive". The Commission adopted that wording in its response to the autumn 2023 consultation and set it in force on 19 January 2026, alongside the ten-times ceiling on wagering requirements.
The parenthesis is the operative part. Four categories are named — betting, casino, bingo, lottery — and a single incentive must sit inside one of them. A qualifying bet on football that pays a reward usable on slots crosses from betting to casino and is therefore outside the provision. A qualifying bet on football that pays a free bet stays within betting and is not.
This is a regulatory prohibition on the licensee rather than a criminal offence, and it attaches to the construction of the offer, not to the player's choice of game afterwards. A player who claims a casino offer, clears it, withdraws and then places a bet has done nothing the provision addresses. What the provision stops is the operator building one incentive that requires or rewards play in two categories.
What is still permitted
- Separate offers on separate products, each self-contained. An operator may run a casino offer and a sportsbook offer simultaneously; what it may not do is make one the qualifying condition for the other.
- Free bets for betting, bonus funds and spins for casino, bingo tickets for bingo. Within a category the familiar mechanics are untouched.
- Cross-product advertising. The provision concerns the structure of an incentive, not whether a sportsbook customer may be told that a casino exists.
- Loyalty schemes, subject to the rest of 5.1.1. The provision applies to incentives generally rather than only to new-customer offers, so a points scheme that converts sportsbook turnover into casino credit is caught by the same line.
Why the categories are drawn where they are
The four names in the parenthesis follow the way British licences are issued. A remote operator holds separate operating licences for betting, casino, bingo and the lottery activities it offers, and the Commission's register records them separately. Drawing the incentive rule along the same boundary means the test can be applied to any licensee without a further definition: if the reward sits under a different licensed activity from the qualifying play, the offer is outside the provision.
That also answers the question that comes up most often. Slots and live dealer tables are both casino; an offer may move a player between them. Bingo and slots are not, even where the same site runs both and the games sit side by side in one lobby. The boundary is the licensed activity, not the look of the lobby.
What the change looks like from the outside
Two visible consequences follow. Sportsbook welcome offers in Britain have become plainer — a free bet against a qualifying bet, with the sports and casino sections of the same site promoting themselves separately. And the long-running style of offer that counted a casino wagering requirement down with sports turnover, or the reverse, has no lawful construction left.
The same package of changes also required the terms of an incentive to be clear, transparent, fair and readily accessible, and barred a licensee from altering an incentive so that it can be qualified for more quickly. Taken together, those three lines rather than any single one explain why British offer terms shortened noticeably through 2026. A shorter set of terms is not generosity; it is a narrower set of permitted mechanics.

Is a free bet that can be used on the casino section allowed?
A reward is caught by the provision when the incentive spans more than one of the four named product types. A credit earned on betting and spendable on casino games spans two, whatever it is called in the offer copy. Does the rule apply to offers from an operator that holds only one licence?
It applies to every licensee's incentives, but an operator offering a single product type has nothing to cross. The provision only has work to do where a licensee runs two or more of betting, casino, bingo and lottery and might otherwise tie them together in one offer.
Can a site still show casino promotions to a sportsbook customer?
Yes. The provision governs how an incentive is built, not where it is advertised. Marketing to existing customers is governed instead by the consent and marketing requirements elsewhere in the LCCP and by the advertising codes, which is a separate question from whether one offer may require play in two product categories.
